But if, sirs, the living wage of the men in the custodian service are not sufficient, what shall be said of the charwomen employed in the same buildings. All the positions in the custodian service need to be filled with men and women who are above reproach. They all have certain responsibilities resting upon them. From the janitor in charge to the charwoman there is at all times before them the opportunity to be dishonest, and yet there are not a more honest body of men anywhere than among the janitors, laborers, watchmen, firemen, and charwomen employed in the custodian service of the United States Treasury Department, nor no class of employees who render better service, but what can be expected of any man or woman--who in order to subsist--not live, but only subsist--is compelled to labor first eight hours for the Government and then work from seven to eight hours for private parties in order to make both ends meet. And we believe that in thus presenting to your honorable committee a request for the favorable consideration of the Johnson-Nolan bill, that we are only requesting from your committee that which is but an act of justice to a claas of Government employees that need your aid and assistance at this very time. There is herewith presented for your consideration a schedule of wages paid by municipalities. apartment houses. department stores, and churches for the same class of work as that which is performed by the custodian force of the United States Treasury Department; said schedule marked "A."
